How It Started
Phillip Sparks began his legal career working across multiple practice areas — criminal law, insurance defense, civil litigation, real estate, entertainment, and collections. A Southern California native and graduate of UCLA (undergraduate) and the University of Southern California School of Law, he brought broad experience to every case he touched.
In 2008, everything changed. Phillip discovered his true calling in special education law — a field where the stakes are a child’s future. He saw families struggling against well-funded school districts that too often denied children the services and placements they deserved. He decided to level the playing field.
Our Mission
Since 2008, the firm has helped hundreds of families across Southern California navigate IEP meetings, due process hearings, and disputes with school districts. Whether a child has autism, a learning disability, emotional disturbances, or any other qualifying condition, we fight to make sure they get the appropriate placements and services the law requires.
Phillip has also served as faculty for the National Business Institute, teaching special education law to other legal professionals — a reflection of the depth of expertise he brings to every family he represents.
